With the President of the United States' (Alan Alda) approval rating plummeting during a time of peace, not to mention the thousands of layoffs attributed to his policy, he is desperate to revive his ratings. When none of the usual approval-boosters work, corrupt cabinet member Stu Smiley (Kevin Pollak) proposes a secret propaganda war against Canada. The information war threatens to turn into a real war, however, when Sheriff Bud Boomer (John Candy) and other residents of Niagara Falls—who are fed up with mass layoffs at the local weapons manufacturing plant—believe the propaganda a little too much and decide to take matters into their own hands.
